A Preliminary Approval, also known as a pre-development permit, is a document that authorizes the developer to begin the design and engineering of a project, but does not authorize construction. Other types of permits include Building Permit, which authorizes the construction of a project, and Occupancy Permit, which authorizes the use of a newly-constructed building.
